Each year, the InterAction Council holds one or more High-Level Expert Group (HLEG) meetings in advance of its Annual Plenary Meeting. These smaller preparatory meetings focus on a specific theme related to one of the Council's priority areas, with a panel of experts drawn from around the world.

The outcome of these meetings is a Chairman's Report, which is then tabled at the Annual Plenary Meeting of the membership. The recommendations that are subsequently adopted by the Council form the foundation of the Final Communiqué, which is distributed internationally to current leaders and senior policy-makers.
